Congressional Record



Congressional Record, printed daily account of the proceedings in the U.S. Congress. Initiated in 1873, the Congressional Record replaced other records of congressional activity dating from 1789. Because members of Congress may change their speeches before they appear in the Record, and because material other than speeches before Congress is printed there, the Congressional Record is not accurate as a transcript.
