Enabling act

Enabling act, legislation giving special powers to individuals or groups. It was by an enabling act in 1933 that the German National Socialists (Nazis), with Nationalist and Catholic Center support, obtained dictatorial powers. Enabling acts have been used in the United States to set up governments in the territories before they were joined to the Union as states.
