Apportionment, legislative, distribution of voters' representation in the lawmaking bodies. Representation can be apportioned according to population or political units. For example, although each U.S. state, whatever size, elects 2 senators, the number of seats each state holds in the House of Representatives is based on the state's population. There is a reapportionment of seats each decade when the census is taken.
