Kellogg-Briand Peace Pact

Kellogg-Briand Peace Pact, or Pact of Paris, agreement signed on Aug. 27, 1928, by 15 nations (eventually ratified by 64) renouncing “war as an instrument of national policy.” Conceived by Aristide Briand of France and U.S. Secretary of State F.B. Kellogg, it lacked enforcement powers and proved ineffectual.
