Thomas Brackett Reed



Reed, Thomas Brackett (1839–1902), U.S. Republican speaker of the House of Representatives (1889–91, 1895–9) called Tsar Reed for his strong control. His “Reed Rules” (1890) are still the basis for procedure in Congress. He supported high tariffs and opposed the Spanish-American War and the annexation of Hawaii.
